FOREWORD BY THE CHIEF SECRETARY OF THE MINISTRY OF NATURAL RESOURCES AND NATURAL SUSTAINABILITY Bismillahirrahmanirrahim, Assalamualaikum Warahmatullahi Wabarakatuh and greetings. Malaysia is very lucky to be covered by tropical rainforests. The area of forested areas in Peninsular Malaysia is 5,734,083 hectares which is 43.4% of the land area in Peninsular Malaysia. Of that amount, 4,812,326 hectares have been gazetted as Permanent Forest Reserves (HSK), while the remaining 921,757 hectares are Government Land Forests, Wildlife Protection Forests and other forested areas. In these decades, the forestry sector in Peninsular Malaysia has experienced several important changes in line with the needs in sustainable forest development and management, especially in the issue of greenhouse gas emissions and climate change. Forest management for the purpose of timber production has been expanded to include the production of various forest products and services including the supply of clean water sources, preservation of biological diversity, environmental quality, flood control and addressing climate change issues. Therefore, forest resources need to be managed sustainably, conserved efficiently and used responsibly for the sake of future generations. In line with the current development of forestry issues, the drafting of the Peninsular Malaysia Forestry Policy (DPSM) has taken into account new developments in line with the needs of the current forestry sector which includes aspects of Sustainable Forest Management (PHSB), conservation and protection of biological diversity, mitigation of the effects of change climate, increasing the use of technology in forest enforcement and monitoring and empowering research and development and information sharing. I would like to congratulate the Forestry Department of Peninsular Malaysia for successfully enacting this DPSM in line with the development of current forestry issues and the wishes of the local and international community.

Alhamdulillah, thanks be to Allah SWT because with His abundance and grace, this Peninsular Malaysia Forestry Policy document (DPSM) can be published successfully. I would like to say well done and congratulations to the Special Task Force and DPSM Publication Committee and also to all the individuals who have contributed in the preparation and publication of this book. Persistent efforts, commitment and invaluable contributions have made the completion of this DPSM document a reality. This DPSM is a new policy formulated based on a review conducted on the National Forestry Policy 1978 (Amendment 1992). This DPSM is a guideline to ensure the maintenance of forest resources in Peninsular Malaysia. This policy is the main core in managing and developing forest resources sustainably in line with the socioeconomic needs of the country and the environment. The formulation of the DPSM also takes into account new developments in current forestry issues so that the development of the forestry sector continues to progress and remain relevant in the future. A total of 10 Objectives with nine (9) Main Cores that have been formulated and arranged to achieve the objectives that have been set in the DPSM. Based on the Main Core, 27 Strategies and 125 Action Plans have been drawn up to assist departments/agencies in Peninsular Malaysia that are directly involved in planning and managing the country's forest resources towards the achievement of sustainable forest management. DPSM was drafted by focusing on matters related to the sustainability of forest resources, conservation of the diversity of forest resources, sustainability of forest services, economic well-being and industrial continuity, legislation and enforcement, inclusion and involvement of stakeholders, social well-being and indigenous people, research, development, commercialization and innovation and society enlightened. It is my hope that this policy becomes a guideline and is the basis for the effective management and development of the country's forest resources. |
The Forestry Department Peninsular Malaysia is responsible for the management, planning, protection and development of the Permanent Reserved Forests (PRF) in accordance with the National Forestry Policy (NFP) 1992 and the National Forestry Act (NFA) 1984.
Forestry Department Headquarters
The Forestry Department Headquarters is responsible for the formulation of forestry policies, providing technical advice and assistance to the State Forestry Departments with regard to forestplanning, management and development, forest harvesting and wood-based industries, forest operational studies as well as training and human resource development. The Forestry Department Headquarters has two (2) Deputy Director-Generals namely the Deputy Director-General (Policy and Planning) and Deputy Director-General (Operations and Technical), each responsible for six (6) divisions respectively. In addition, a Unit and another Division are directly accountable to the Director-General of Forestry.
Policy And Planning Sector
The Deputy Director-General of Forestry (Policy and Planning) is responsible for forest planning and economics, forest resource management, silviculture and forest biological conservation, forest eco-park and state forest park development, international forestry affairs as well as forest plantation and protection.
Operations And Technical Sector
The Deputy Director-General of Forestry (Operations and Technical) is responsible for administration and finance, forest engineering, technical and wood industry, forest enforcement, forestry training and human resource development as well as information technology systems development.
State Forestry Department
The State Forestry Department is responsible for the administration and regulation of forest harvesting, forest revenue collection and development of the state forest resources. The Department also plans and coordinates the development of wood-based industries. The State Forestry Department is divided into Forest Operations and Forest Development Divisions and supported by District Forest Offices.
Forest Operations Division
Responsible for administration, forest law enforcement, forest revenue collection as well as to coordinate and maintain liaison with the Forestry Department Headquarters, other state departments and agencies.
Forest Development Division
Responsible for planning, implementing and monitoring of forest management and development activities, including biodiversity conservation, ecotourism development and forest rehabilitation as well as the preparation and implementation of the State Forest Management Plan.
District Forest Office
Responsible for administration, controlling forest harvesting, forest revenue collection and forest law enforcement. The office is also responsible for implementing forest management and development activities including the management of forest eco-park and state forest park.
Public Service Counselling Associates (AKRAB) is a specific name for officers and staff appointed as AKRAB members upon completion of the Basic Counselling Skills Enhancement Programme (PPKK). Circular No. 18 for 2005 stated the application of psychology in human resource management. AKRAB must be trained at two (2) levels of PPKK. The name AKRAB is a combination of basic compulsory values for a counselling associate, namely Honesty (Amanah), Commitment (Komitment), Rational (Rasional), Morals (Akhlak) dan Smart (Bestari).
AKRAB has the concept of “friend helping friend” in building team spirit, closeness as well as building each other’s potential respectively. It is also a support group that emphasises upon humanistic relationships.
The robustness of an organisation depends on the commitment and expertise contributions of its members. Without the commitment of the members, the activities of the counsellors will be seen as a burden. Thus, it is hoped that the formation of AKRAB within the organisation will establish a working group that has a strong commitment to the organisation.

AKRAB Department Forestry Peninsular Malaysia (FDPM) has also been recognized at the ministry level with the AKRAB Dynamic Award on 19 July 2017 in conjunction with AKRAB Seminar and AKRAB General Meeting at Ministry Level in 2017. This award takes into account the positive activities of AKRAB FDPM in cultivating knowledge and training systematically in addition to having strategic planning in the role of AKRAB FDPM enhances the image of AKRAB and the organization.
In addition, in 2019, AKRAB FDPM also received the Innovative AKRAB Award on 23 October 2020. This reward takes into account the leadership of AKRAB FDPM in managing AKRAB activities in line with the objectives of the establishment of AKRAB. In addition, AKRAB FDPM's continuous efforts in increasing the involvement of the Department's staff and documentation are always organized and updated.
Apart from that, one of the members of AKRAB FDPM, Puan Zulnaidah binti Manan was awarded the AKRAB Utama Award on 23 October 2019. This award is a recognition to AKRAB members who have personality, commitment and play a key role and can produce quality work to improve the image AKRAB at the department level. He is also the main reference and active in the implementation of AKRAB activities.
With the recognition of these awards, AKRAB FDPM is ready to provide guidance services to colleagues and strengthen counselling and guidance activities in the Department.
